Tenant copies from North Quay and the public lease register do not always identify the same stair. The registry shows an address update. Several delivery receipts still use the older number, which residents say points to a neighboring entrance.

We compared renewal dates with the map revision and the receipt date in two ward files. In both files, the registry was updated after the street board changed. The review does not establish how many tenants missed a notice; the receipt copy records delivery but not who received it.

Registrar Tessa Burn said the office has not been asked to attach the new map to older leases. Tenants argue that a notice sent to the wrong stair cannot start a fair appeal period. The records support a narrower finding: the public register and the delivery record need a common address field.

The records office will compare current stair maps with the next set of notices. The current renewal periods remain in force while the address check is completed.

The records office closed this docket by adopting a dated address cross-reference for the next notice batch. A later review will compare those notices with tenant-held receipts.
