At West Slip, the ferry crew keeps one berth empty until the clinic transfer bell. Tomas Reed checks the manifest while Dr. Sena Vale listens for the stair bell across the water. The same crossing appears twice in their books, once as a boat arrival and once as a patient connection.

The two records once used the same time. They no longer do. A revised route moved the clinic stair call earlier, while the last boat kept its old berth. Neither change alone caused the gap, but together they made a connection harder to make after a late shift.

For the current trial, the ferry will call the landing after the clinic transfer is confirmed. Staff will record both arrival and stair times, and passengers can report a missed transfer at the desk before the crew closes the log.

The review will end after twelve weeks. The harbor office says it will decide on the final timetable from connection times, not only from the ferry arrival board.

The harbor board closed this docket by approving the later connection for the next timetable window. A new review will count completed clinic transfers.
