Start with inspection cards, shift logs and claim decisions. It is the source used to decide whether a single card records a hazard seen by both halves of a split shift; it is not the decision itself. The rule only works if the source describes conditions at the fitting shop at Copper Row.
Known: the current file counts 87 claims reviewed with an attached inspection card, compared with 90 in the prior window. The council records a decision for this window and gives its written reason. The entries have dates and a named clerk.
Disputed: The insurer treats the card as a shift record. Workers ask that each handoff carry its own inspection line. One side emphasizes the posted total; the other points to the shop uses one inspection card for a crew that changes at midday.
Why it matters: the decision determines which residents can rely on the service and which staff must carry out the change. The file does not settle that by itself.
Next: The board recorded the outcome that it approved a narrower exception with an appeal route.
