A review of hiring slips, guarantee payments and the quay contract finds a gap between the total in the public summary and the conditions recorded at the hiring board at Old Rope Yard. The difference does not prove that anyone misstated the file. It shows what the public count leaves out: the contract defines a canceled load but not a late gate closure.
The hiring slips, guarantee payments and the quay contract lists 85 workers paid the minimum turn after a canceled load; the previous window lists 87. Tomas Reed checked both against time-stamped route logs checked against field visits. The source was checked against a second copy held by Perrin Shaw. No dated correction to either copy was present when the comparison closed.
Contractors count only loads withdrawn by a shipper. Workers say a closed gate removes the same shift from their day. The office has not supplied a separate measure that would settle the disagreement, so the two explanations remain competing accounts.
This report supports a narrower finding: the count is repeatable, but it is not enough to decide whether a gate closure should count as canceled work for a hired crew.
Workers and residents submit accounts before the public hearing closes. The Year first, river rise window 2 file remains open for its scheduled decision. The contract committee will publish examples for both kinds of cancellation.
